How Father’s Advocacy Network protects families.
A two-track platform: an open complaint channel where parents, foster youth, CPS workers, GALs, attorneys, and witnesses can report misconduct — and a free Full Advocacy product with guided case management, statutory compliance tracking, and hearing prep for parents in active cases. Complaints feed our editorial Exposure Reports.
Free tools. Real advocates. A paper trail the system can’t ignore.
Why Families Need FAN
Every year, hundreds of thousands of American families interact with Child Protective Services and the family court system. For many, this experience is traumatic, confusing, and overwhelmingly stacked against them. Parents — disproportionately low-income, minority, and single-parent families — enter a system that was designed to protect children but often causes more harm than it prevents.
In approximately 10% of cases involving genuine abuse, the child welfare system serves a critical protective function — and FAN recognizes that. But for the vast majority of families, the system intervenes not because children are unsafe, but because families are under-resourced. FAN exists to serve these families: helping them get organized, documented, and supported so they can demonstrate their fitness as parents rather than being overwhelmed by a system they don’t understand.
Parents in these situations typically cannot afford attorneys, do not understand statutory timelines, have no way to organize evidence, and face caseworkers and court officials with virtually unchecked power. FAN was built to change that — providing every parent, regardless of income, with the tools and support they need to advocate for their families.
A Complaint Channel and a Full Advocacy Product
Most platforms only serve one type of person. FAN is built for two distinct audiences: anyone reporting misconduct, and parents fighting an active case. They share infrastructure but they are different products.
File a Complaint — The Open Channel
Open to any reporter type: parents, current & former foster youth, current & former CPS workers, GALs, attorneys, direct witnesses, and community members. Complaints can target individuals (a caseworker, judge, GAL, attorney, therapist, or evaluator)or institutions — counties, courts, agencies, group homes, treatment programs, drug-testing labs, foster-care contractors, supervised-visitation providers, and any other entity whose conduct you can document.
- guided complaint interview tuned to each reporter type
- Anonymous-by-default for insider whistleblowers and foster youth; opt-in for everyone else
- Optional supporting evidence — testimony alone is welcome
- Reviewed by staff; credible reports feed Exposure Reports
Full Advocacy — For Parents in an Active Case
Free, comprehensive case management for parents currently navigating CPS or family court. Includes the complaint channel plus the entire advocacy stack — case file, statutory compliance, case assistant, statement builder, hearing practice, evidence exhibits, and the option to request hands-on advocate support.
- Guided intake covering every stage of your case
- case assistant that has read every document
- 50-state statutory compliance tracking & accountability flags
- Statement Builder, Practice My Hearing, Evidence Exhibits
- Optional attorney portal & advocate collaboration
Both tracks are 100% free. Complaint-only users can upgrade to Full Advocacy at any time without losing any complaints they’ve filed.
How the Full Advocacy Track Works
The steps below describe what a parent receives when they choose Full Advocacy. Complaint-only reporters use a streamlined version of step 9 (the Exposure Pipeline) without the case-management overhead.
- 1
Parent Signs Up & Takes the CVI Assessment
Every parent begins with a free account and completes the Core Values Index™ (CVI) — a psychometric assessment developed by Taylor Protocols with 97.7% repeat reliability (validated by Seattle Research Partners, 2014, n=711 over 11 years) — the highest of any behavioral assessment on the market. The CVI reveals their innate communication style, decision-making patterns, and stress responses.
- The CVI measures four core energy types: Builder, Merchant, Innovator, and Banker — identifying what Abraham Maslow called the ‘unchanging real self’
- Over 1.3 million assessments completed worldwide; actively used by U.S. military branches, law enforcement agencies, and government organizations
- Results generate a Parent Insight Report that helps attorneys, mediators, GALs, and professional evaluators understand the parent as a person — not just a case number
- A certified CVI coach debriefs the parent on their results, helping them understand how stress may affect their behavior and communication
- This is the only advocacy platform in the country that integrates behavioral science into family court advocacy
- 2
Guided Intake — Documenting Their Story
Parents complete a comprehensive intake questionnaire that walks them through every stage of their case, from initial CPS contact through court proceedings. This isn’t just data collection — it’s therapeutic documentation.
- Covers: initial allegations, agency contact, investigation details, removal circumstances, court hearings, case plans, and parental concerns
- Answers are preserved securely and used to identify patterns, flag violations, and prepare legal arguments
- Progress is tracked — advocates can see exactly where a parent is in their intake and follow up accordingly
- Intake data feeds directly into statutory compliance analysis, exposure reports, and court statement preparation
- 3
Secure Document Archiving & Case Analysis
Parents upload every document related to their case — court orders, CPS reports, case plans, correspondence, medical records — into a secure, organized digital archive. Our platform reads, categorizes, and analyzes every document.
- Supports all file types: PDF, images, Word documents — with automatic OCR text extraction for scanned documents
- Smart categorization: documents are automatically tagged (court order, case plan, CPS report, petition, etc.)
- the platform generates summaries and staff analysis for each document, identifying key issues
- Full-text search across ALL case documents — advocates can search for any keyword and find exactly where it appears
- Chunked upload system handles large files (40MB+) reliably with retry logic
- Documents are organized by category and subfolder for instant access during hearings or meetings
- 4
Statutory Compliance Tracking — All 50 States
Our platform monitors every statutory deadline and legal requirement applicable to the parent’s case, based on their state’s specific laws. When the state misses a deadline, we know — and we flag it.
- Comprehensive legal database covering statutory requirements across all 50 states
- Automated tracking of: shelter care hearing deadlines, adjudication timelines, case plan requirements, permanency hearing schedules, and reasonable efforts determinations
- Missed deadlines generate accountability flags that are surfaced to advocates and included in exposure reports
- Agency red flags are identified through pattern analysis of statutory compliance data
- Parents and advocates receive clear, plain-language explanations of what each statute requires and how it applies to their case
- 5
Automated Accountability Flag System
Our platform continuously analyzes every piece of case data — intake answers, documents, timelines, participant behavior, statutory compliance — and generates accountability flags when it identifies potential violations or concerning patterns.
- Flags cover: constitutional violations, due process failures, statutory deadline misses, documentation failures, agency misconduct, rights violations, and procedural errors
- Each flag includes: severity rating, legal citations, supporting evidence references, and recommended actions
- Advocates review and approve flags, which then feed into exposure reports, court statements, and legal strategy
- Confidence-rated system prevents false positives — only high-confidence flags are surfaced for action
- Parent Risk Flags identify allegations being made AGAINST the parent, helping advocates prepare targeted rebuttals
- 6
Case Assistant — Case-Aware Chat
Parents and staff advocates have access to an case assistant that has read every document in the case file and understands the full context of the situation. This isn’t generic information — it’s case-specific educational guidance that helps parents understand their rights, identify concerns, and take proactive steps to address allegations.
- Searches across all case documents using full-text keyword matching to find relevant content
- Provides state-specific legal guidance based on the parent’s jurisdiction
- Helps parents understand their rights, upcoming deadlines, and what questions to ask their attorney
- Staff advocates use a separate, enhanced chat with deeper document access for case strategy
- Built-in honesty guardrails ensure the platform never definitively says something ‘isn’t in the file’ — acknowledging it may only see excerpts
- Document content is prioritized by relevance: court orders first, then case plans, CPS reports, and other evidence
- 7
Court Statement Builder
When it’s time to prepare for a hearing, the Statement Builder helps parents and advocates craft powerful, evidence-backed statements. The the platform drafts language that references specific documents, statutes, and case facts. Parents with attorneys use these as a starting point for legal counsel; parents without attorneys can edit and submit statements directly.
- Generates statements for: best interest of the child, due process violations, reasonable efforts failures, parental fitness, and case plan compliance
- Pulls actual content from case documents and intake data to support every claim
- Parents with attorneys share statements for legal review; parents without attorneys can edit and submit directly
- Cites specific state statutes and federal law applicable to the parent’s case
- Integrates CVI insights to frame the parent’s behavior in proper behavioral context
- 8
Attorney Collaboration Portal
When a parent has legal representation, FAN provides a secure attorney portal that gives their lawyer controlled access to the full case file, case analysis, and preparation tools.
- Attorneys receive a secure invitation link from the advocate
- Read-only access to all case documents, timeline, participant records, and system-generated flags
- system-generated case briefing that summarizes the entire case for rapid attorney onboarding
- Attorneys see the same statutory compliance tracking and can identify defense angles immediately
- Communication channel between attorney, advocate, and parent — all in one place
- Designed to save attorneys hours of case review time, making pro bono representation more feasible
- 9
Exposure Reports — The Editorial Output
Exposure Reports are FAN’s editorial product. They aggregate complaints (from any reporter type) and full advocacy case data into investigative-journalism-style pieces that identify the people AND the institutions named in documented complaints — public officials, counties, courts, agencies, contractors, drug-testing labs, group homes, and treatment programs — and drive public accountability. Every complaint filed through the open channel is a potential source.
- Sourced from BOTH the complaint channel (any reporter type) AND full advocacy case files — the more reports an entity accumulates, the stronger the editorial story
- Names public officials AND institutions: counties, courts, agencies, contractors, drug-testing labs, group homes, treatment programs, and supervised-visitation providers
- the platform identifies patterns: constitutional violations, statutory failures, retaliation, pretextual removals, medical freedom violations, poverty penalization, and false statements
- Generates ready-to-use materials: press release drafts, social media templates, blog outlines, legislator letters, media pitches, FOIA suggestions, and quotable quotes
- Protective alias system shields active-case parents until they consent to public exposure; insider whistleblowers (current/former CPS workers) and foster youth default to anonymous
- Reporter controls their exposure level: full public, anonymous only, or no exposure
- Editorial review by staff — only credible, evidence-supported claims are published
- 10
Advocate-Managed Cases
Staff advocates can create and manage cases directly on behalf of parents who need additional support. This system allows advocates to do intake, upload documents, run analysis, and prepare court materials alongside the parent.
- Advocates create client accounts with temporary credentials, walking parents through the process
- Full document upload and management on the parent’s behalf
- Case assignment system with primary advocate, secondary advocate, and reviewer roles
- Internal staff notes and case strategy documentation
- Communication logs track every interaction with agencies, courts, and officials
- Case pipeline view shows all active cases, their status, and what needs attention
Built With Purpose — Enterprise-Grade Technology
Our platform is built on the same technology stack used by major technology companies, ensuring reliability, security, and scalability as we grow.
End-to-End Security
All data encrypted in transit and at rest. Role-based access controls ensure only authorized staff, attorneys, and parents can view case data. Full audit logging tracks every action.
Secure Cloud Infrastructure
Hosted on enterprise-grade cloud infrastructure with automatic backups, redundancy, and 99.9% uptime. PostgreSQL database with row-level security policies.
OCR & Document Intelligence
Optical Character Recognition extracts text from scanned documents and images. The platform analyzes content to identify key issues, violations, and evidence. Smart page scaling handles documents up to 40MB+.
Full-Text Document Search
Every word of every document is searchable. Advocates can find specific mentions of medications, caseworker names, dates, or any other keyword across the entire case file.
50-State Legal Database
Comprehensive statutory requirements database covering all 50 states. Automatically applies the correct legal standards based on the parent’s jurisdiction. Regularly updated as laws change.
Smart Analysis
Powerful analysis reads documents in context, identifies patterns across multiple data sources, and generates actionable insights — not generic responses, but case-specific intelligence.
Privacy-First Design
Protective alias system shields identities. Parents control their data. No information is ever shared without explicit consent. All data processing uses enterprise-grade privacy protections.
Modular Architecture
Every component — documents, compliance, case chat, exposure reports, statements — works independently and together. New capabilities can be added without disrupting existing workflows.
Real-Time Processing
Documents are processed, analyzed, and available within minutes of upload. Statutory compliance is checked in real time. Responses are generated in seconds, not hours.
What we’re finding right now
These numbers come straight from FAN’s case platform and include cases that have since closed. No names or identifying details are ever published.
Human Oversight at Every Step
Our platform tools are powerful — but they are preparation tools, not legal advice. Every system-generated output passes through human review before it reaches a courtroom or public audience.
Platform Generates
the platform reads case documents, identifies patterns, flags potential violations, and drafts analysis. All output is clearly labeled as system-generated and educational in nature — never as legal advice.
Advocates May Review
System-generated accountability flags, risk analyses, and exposure findings are educational tools designed for parents and their attorneys to interpret. Our advocates may review high-priority outputs before they inform formal case strategy or public exposure, but final decisions always rest with the family and their counsel.
Attorneys Make Final Decisions
All guided court statements, legal arguments, and case strategy materials are designed for attorney review and refinement. Attorneys — not the platform — make final decisions about what is filed or presented.
- All platform output is clearly labeled as educational and preparatory — never as legal advice or legal representation
- Accountability flags require advocate approval before being shared with parents or included in case strategy
- Exposure campaign reports are reviewed by staff before distribution and require parent consent for publication
- case chat includes built-in honesty guardrails — it acknowledges when it may not have complete information
- Court statements are formatted for attorney review and refinement, not for direct filing without legal counsel
- Admin-configurable usage limits prevent over-reliance on case tools and ensure balanced human review of every output
- All platform interactions are logged and auditable for quality assurance and continuous improvement
No Other Organization Does This
Everything Is Free — Always
Every tool on the platform — case analysis, document archiving, statement preparation, CVI assessment, one-on-one coaching, and advocate support — is completely free. We believe financial barriers should never prevent a family from defending themselves.
Behavioral Science Integration
We are the only advocacy platform in the country that integrates the Core Values Index™ — with 97.7% repeat reliability validated by Seattle Research Partners — into family advocacy. Already used by the U.S. military, law enforcement, and government agencies, CVI helps attorneys, mediators, and evaluators understand how a parent is wired, reducing bias and improving outcomes.
Smart Tools That Read the Actual Case
Our platform doesn’t give generic legal advice. It reads every document uploaded to the case — every court order, CPS report, case plan, and piece of correspondence — and provides analysis grounded in the actual facts. Full-text search across all documents means nothing is missed.
Systemic Accountability Engine
We don’t just help individual families — we identify systemic patterns across cases. When the same judge, caseworker, or agency shows up repeatedly with the same violations, we document it. Our exposure pipeline creates public accountability for systemic failures.
50-State Statutory Database
Every state has different laws governing CPS timelines, court procedures, and parental rights. Our statutory database covers all 50 states. Parents in Georgia get Georgia law. Parents in Texas get Texas law. The platform automatically applies the correct legal standards based on jurisdiction.
Attorney Force Multiplier
Pro bono attorneys have limited time. Our platform does the heavy lifting: organizing documents, identifying violations, tracking deadlines, and generating case briefings. What normally takes an attorney 20+ hours of case review, we deliver in minutes.

The Exposure Pipeline — Sunlight as Disinfectant
When the system fails families, the public has a right to know. Our Exposure Pipeline transforms documented case data into investigative-quality materials that drive accountability and reform.
How It Works
When a parent consents to exposure (choosing between full public transparency or anonymous reporting), our platform generates a comprehensive Exposure Campaign Report by analyzing every piece of evidence in the case file.
The report identifies specific systemic failures — naming public officials, citing statutes they violated, and connecting individual case failures to broader patterns of systemic injustice.
These reports are used as source material for blog posts, social media campaigns, press outreach, legislative testimony, and community organizing. Every claim is backed by documented evidence.
What Each Report Includes
- Investigative headline and executive summary
- 8-15 evidence-backed key findings ordered by severity
- Named officials with specific accountability recommendations
- Systemic overreach analysis (medical freedom, poverty penalization, retaliation, etc.)
- Impact on Children assessment
- Due process violation documentation
- Financial burden analysis
- False/misleading statement identification
- Conflict of interest analysis
- Timeline of failure narrative
- Recommended legislative/policy reforms
- Ready-to-distribute press release draft
- 8-12 social media post templates with hashtags
- Legislator letter templates
- Media outreach pitch
- FOIA/public records request suggestions
- Quotable quotes for press use
- Blog post outline for long-form content
